The International WaterCentre (IWC) was founded in 2005 by four leading Australian Universities – The University of Queensland, Griffith University, Monash University and the University of Western Australia, with support from the Queensland State Government.
Since then the IWC has grown to become a key player in the global water sector and an important feature of the Australian ‘water landscape’. The Centre plays a central role in building relationships between Australian water experts and the international water sector, offering world-class professional education and training, capacity development and applied research services which promote integrated and whole-of-water cycle approaches to policy, planning and management.
The IWC is now supported by a network of 170 partners and associates worldwide, providing a breadth of expertise and experience rarely found in a single organisation. To date, over 1,000 water professionals from more than 75 countries have benefitted from the IWC’s education and training programs.
Chief Executive Officer
Mark Pascoe has worked for his more than 40-year career in the water industry – predominately in Brisbane, Australia. He spent many years with Brisbane City Council where his most recent position was as the Manager, Water and Sewerage. He was for a brief period the Queensland Operations Manager of Woodward-Clyde Pty Ltd, an environmental engineering consultancy. He left the BCC role to take up the position of Deputy Director, International Water Association in London, which he held for three years before returning to Brisbane.
Mark has held positions of President, Australian Water Association; Board Member, Water Services Association of Australia; Board Member, Co-operative Research Centre, Water Quality and Treatment; Board Member, Global Water Research Coalition. More recently he served as a Board Member of the Western Corridor Water Recycled Water Company and the Australian Water Recycling Centre of Excellence. Mark recently chaired the Queensland Government’s Water Expert Panel.
Mark is the CEO of the International WaterCentre where his role is to lead the development of the business in providing capacity building services to water managers and their organisations and particularly to help develop our future water leaders.
Finance Director / Business Manager
Oksana is a Certified Finance and Treasury Professional (Snr), with a diverse background in financial control and operations management in Australia for over 15 years.
In her current role as Finance Director with the International WaterCentre, she uses previous experience obtained in commercial and residential construction, renovation, development, property and asset management, cattle, electrical and financial services industries with an objective to make an effective commercial difference.
Oksana oversaw a rapid expansion and a number of statewide rollout initiatives at the Master Builders Association and the Group Training Scheme in South Australia. She has managed financial and organisational requirements for a number of Australian businesses.
She is proficient in motivating and directing highly skilled financial and administrative teams to support the achievement of overall corporate goals and objectives. Her knowledge of financial legislation, standards and systems drives effective business compliance, relevance and brevity of reporting, improves efficiency and productivity, adding value to International WaterCentre stakeholders and business environment.
In pursuit of her passion for Impact Investing, Oksana participated at Oxford Impact Investing Programme (Saïd Business School). This programme draws on the latest research conducted through the Skoll Centre for Social Entrepreneurship, covering the broader areas of social entrepreneurship, social innovation and social finance which encompasses the inspirational field of impact investing.
Her other core competencies include strategic planning, facilitating change, contract management and HR management.
Program Manager - Capacity development, Training, Research
Brian is a highly experienced professional, inter-disciplinary and cross-cultural water management educator, having led and managed the development and delivery of water management Masters in the UK and Australia responsible for educating over 550 graduates now working globally. He has designed and delivered professionally oriented postgraduate water management education and training programs and courses to participants from 84 different countries.
His practice as an educator focuses on using participant centred, problem-based and experiential approaches to developing skills and knowledge required to drive integration and innovation in water management. He has significant expertise in strategic program development, curriculum design, marketing and recruitment as well as in operational management and the design and delivery of learning sessions.
A recipient of international and national research awards, Dr. McIntosh has active research interests in water sector innovation, collaboration and capacity building for change and adaptation, along with extensive international, inter-disciplinary experience. His research work has involved academic and industrial collaborations from Austria, Australia, Belgium, Canada, China, England, France, Germany, Greece, Hungary, Indonesia, Italy, Netherlands, Scotland, Slovenia, South Pacific, Spain, Sweden, Switzerland, Tunisia and the United States.
Dr. McIntosh is a Board Member of the IWC Alumni Network (IWCAN) and holds an Adjunct Senior Lectureship at The University of Queensland (Australia), an Adjunct Industry Fellowship at Griffith University (Australia) and has held a Visiting Fellowship at the Cranfield Water Science Institute (UK). Finally, he is a Fellow of the Chartered Institution of Water and Environmental Management (FCIWEM), and a Chartered Scientist (CSci).

John is a Lecturer in IWC’s Master or Integrated Water Management (MIWM) program, and manages the thesis component of that program. He is an experienced tertiary educator, having taught courses in ecology, fisheries and environmental management at three universities over a period of 20 years. John’s teaching focusses on using experiential, problem-based approaches to motivate students to learn. He engages student interest through facilitating diverse learning activities such as the conduct of field research, participation in stakeholder workshops and the use of interactive computer models. He has also supervised numerous postgraduate research projects in aquatic ecology and fisheries science.
John’s research career has focussed on aquatic ecological research in Antarctica, and fisheries science and management in Australia. He has also contributed to the development of ecosystem health report cards. He holds a BSc Honours degree in Zoology from The University of Queensland and a PhD in Marine Ecology from Monash University.

Kylie is passionate about improving the livelihoods of communities through capacity building and enhancing the quality of the environment. She actively applies principles of integrated water management to research and training events to achieve positive outcomes for clients. Her passion is enhanced by knowledge and experience gained from 5 years working for the Queensland Government across the disciplines of water planning, management, allocation, policy, research, compliance and assessment.
Since joining IWC in 2015, Kylie has a proven track record for effective and agile project management for high profile clients across the research, capacity development and training portfolio, for example, leading the delivery of the ADB – Australia Water Learning Week 2016 and 2017 for the Asian Development Bank in partnership with the Australian Water Partnership and project managing the upcoming WASH Futures Conference 2018 on behalf of the Australian Government Department of Foreign Affairs and Trade.
Kylie completed IWC’s Master of Integrated Water Management (International Development) through the University of Queensland in 2016. She also has a Bachelor of Natural Resource Economics (Ecological and Environmental Economics) and Bachelor of Arts (Peace and Conflict/Geographical Sciences) from the University of Queensland.
Diana is passionate about water, sanitation and hygiene (WASH), the integration of different aspects of water and water systems management, and working towards achieving Sustainable Development Goal 6. She has worked with NGOs, research organisations, government institutions, universities, and the private sector on different water and environmental projects in Colombia, India, Spain, the UK, Tanzania, Australia, Fiji, Vanuatu, Solomon Islands, Papua New Guinea and Kiribati.
As a Project Officer at the International WaterCentre, Diana works on monitoring, evaluation, learning and response for WASH programs in the Pacific. She also works on designing and conducting research in communities and translating research into practical actions for practitioners. Her work involves traveling to different Pacific island countries, where she works closely with local staff, providing training and supporting the work they do.
Currently her projects are on different aspects of WASH and water management, particularly focusing on research for behaviour change for improved hygiene practices, sanitation marketing in informal communities, integration of WASH and sports for development and WASH in schools. Other of her interests are: water security, water and gender, menstrual hygiene management, community management of water systems and leadership skills in the water sector, especially for young people.
Diana is also an active young water professional, committed to advocating for young people’s voices to be heard and represented. She is currently serving as the Young Water Professional representative in the International Water Association Australia committee, and a member of the organising committee for the upcoming Australian Young Water Professionals conference.
Diana has a Bachelor of Science in Environmental Science from the Universitat Autonoma de Barcelona (Spain) and a Master’s of Science in Water Security and International Development from the University of east Anglia (UK).
Training Support Officer
Starting her career in the retail world, Kerryn has a history of working in the education and retail management industry. Skilled in operations management, coaching, sales, retail, and workplace safety & compliance.
Since joining the IWC in March 2017 Kerryn has been involved in the development and logistics of custom training programs to improve the capacity of water professionals around the world, and also manages the Online Training programs at IWC in supporting individuals further their professional development.
Kerryn completed a Bachelor of Environmental Management focused in Natural Resource Management and Policy from Griffith University and has a particular interest in Sustainable Business Practices.
Dominic came to Australia to study, after successful completion of a Business Degree in Finance and Accounting. He has worked in a number of chartered accounting firms throughout his career, gaining experience in various accounting systems.
Dominic joined the IWC team in April 2010 a Graduate Accounts Officer.
Communications & Engagement Manager
Sinéad is an Integrated Water Management (IWM) and Communications professional with five years experience working exclusively in the water sector in the space of communications and research. Her core function at the IWC is to support the organisation engage and communicate effectively with it’s international IWM community.
She has spent the past five years working across a number of projects on water security and water, sanitation and hygiene (WASH) providing research/data collection, policy analysis and communications support. Sinéad is passionate about improving human health through WASH interventions and using digital platforms to advocate and inform, and believes that good storytelling has the power to change the world. To achieve universal access and sustained management of water and sanitation for all, we need to effectively tell the stories, challenges and triumphs of our work in a way that informs, engages and inspires action.
Sinéad completed a Bachelor of Arts in Media and Information, and a Masters in International Relations from Curtin University, Western Australia and a Masters in Integrated Water Management (MIWM) from the University of Queensland.

Integrated Water Management (IWM) places a strong emphasis on collaboration between all stakeholders, including the community. Being process-focussed, IWM is concerned with triggering and managing change within the water sector, and in other sectors in which water plays a role.
